The principals of Hearthstone are aware that the U.S. Department of Homeland Security has formally classified much of the world as being in a "Heightened Threat Environment." This "Heightened Threat Environment" status indicates a need for increased vigilance and preparedness for potential threats. This situation reflects ongoing concerns about global security and the need for sustained countermeasures to protect national and international interests as well.

Climate change and global warming are driving a surge in catastrophic weather events, which are occurring with unprecedented frequency and intensity. Seismic activity is also escalating, with an increase in the magnitude and energy release of earthquakes.

These seismic events often trigger tsunamis and tidal surges, causing widespread destruction. Additionally, shifting environmental conditions due to worsening weather patterns have significantly heightened the risks of wildfires, flooding, and rockslides.

This "Heightened Threat Environment" underscores as well the need to invest in innovative and resilient methods for achieving aerial superiority during fire and flood disasters. This includes acquiring advanced tools such as water super scoopers, fire attack aircraft, rescue helicopters, and drones, reducing reliance on contract partners. Additionally, there is a critical need to expand efforts to harden homes and businesses against disasters—whether natural or human-made. Empowering residents in fire-prone areas to take a proactive role is essential, including forming local brigades capable of intervening during wildfires to extinguish floating embers before they ignite chaparral, shrubs, or building eaves, thereby preventing structure fires.

It's organized under two areas of specialization:

Principle Fire Solutions LLC (PFS) is an LAFD-Certified High-Rise Fire/Life Safety Service Compliance Consultant and a State of California–Certified Small Business (SB).
PFS is authorized to develop Emergency Procedures Manuals (EPMs) and Building Inventory Forms (BIFs) for buildings 75 feet in height or greater, in compliance with applicable Los Angeles Municipal Code, California Code of Regulations, and State of California emergency planning requirements.[¹][²][³]
PFS provides annual fire and life safety compliance training for:
Training and drills are structured to meet or exceed LAFD High-Rise Fire/Life Safety Service requirements and align with nationally recognized life safety and emergency management standards.[¹][⁴]
PFS also conducts annual full-building high-rise evacuation drills and advanced workplace violence and active-threat simulation training, specifically designed for vertical environments and informed by SEMS/NIMS incident management principles.[⁵][⁶]
Our Emergency Response and Tactical Education Matrix is composed of experienced, field-tested professionals, Certified High-Rise Fire/Life Safety Service Consultants and LAFD High-Rise Fire/Life Safety Certificate of Fitness holders, operating within today’s evolving Vertical Threat Environment.
Matrix members provide instruction in FEMA / Homeland Security ICS-100c (Introduction to Incident Command), supporting standardized emergency response coordination, inter-agency compatibility, and audit-ready documentation.[⁶]
In addition, PFS delivers an advanced educational curriculum for the annual training, testing, and certification of High-Rise Fire Safety Directors, addressing a comprehensive range of emergency preparedness scenarios, including:
Courses delivered within the PFS vertical environment may qualify for certification or continuing education recognition through accredited vocational education and workforce training partnerships, and are designed to support inspections, compliance audits, and After-Action Reports.[³][⁴][⁶]

Willie Mitchell is a seasoned High-rise life safety compliance and public safety professional with extensive experience in firefighting, armed security, intellectual property protection and vertical environment emergency preparedness.
Mr. Mitchell began his career in the fire service as a Fire Cadet at Pasadena Fire Department Station #1 on Lake Street. He is a graduate of Rio Hondo Fire Academy Class #32. He completed his practicals at Alhambra Fire Department and Reserve Firefighter at Compton Fire Department, until hired as a paid firefighter by the City of Lynwood.
He is currently a Certified Firefighter #1 with the California State Fire Marshal's Office, and Former Firefighter EMT/FS1 for the City of Lynwood California. Mr. Mitchell has also dedicated 20-years of service with the 20th Century Fox Studio Police Department as a Union Officer and Chief Steward.
As Executive board member, Vice President and then Past President of SPFPA Amalgamated Local 1, Union of Security, Police, & Fire Professionals of America, where Mr. Mitchell negotiated collective bargaining agreements for union officers working within the television studio and filmed entertainment industry in Hollywood, as well as the officers working on the loading docks at Evergreen in the San Pedro Harbor, the officer at San Diego Trolly System and General Motors in San Gabriel Vally.
In 2017 Mr. Mitchell was granted an LAFD High-Rise Fire/Life Safety Service Consultant Certification after successfully meeting the requirements of the Los Angeles Fire Department for "Certificate of Fitness”, to write high-rise Building Emergency Evacuation Procedure Fire Manuals (EPM)'s, Building Inventory Forms (BIF)'s conducting high-rise fire/life safety compliance training and emergency evacuations of high-rise buildings 75ft in height or grater.
A specialist in emergency response, Mr. Mitchell provides Homeland Security/FEMA/ICS-100c training for High-rise Building Incident Commanders, he conducts special incident emergency readiness response team training of High-rise Building Emergency Response Teams (ERT), their Fire Safety Directors, Floor Wardens and Occupants.
As an InfraGARD Certified Infrastructure Liaison Officer (ILO), Mr. Mitchel serves as a vital link between private sector companies, unions, law enforcement, fire departments, emergency operation center personnel and the Joint Regional Intelligence Center (JRIC).
Mr. Maultsby earned the honor of joining the "Long Grey Line" as a member of the Black Knights at West Point Military Academy, marking the beginning of a distinguished military career.
Serving as a Cold War and Vietnam Era Veteran with both the US Army and US Marine Corps, Jaccoma received honorable discharges, reflecting a commitment to duty that went above and beyond.
Transitioning to a new phase of life, Jaccoma embarked on his next journey at the University of Southern California (USC) Department of Public Safety.
Collaborating with leaders at the Religious Center, Civic Affairs, Community & Governmental Affairs, Jaccoma was designated as USC's "Prototype Staff Good Neighbor."
During this time, Jaccoma played a pivotal role in developing USC's Disaster Preparedness plan, which proved invaluable during the Civil Unrest of 1992, further highlighting their ability to lead and adapt in times of crisis.
